UNESCO, 30 mai 2005

Le Directeur général, M. Koïchiro Matsuura, a procédé, le 30 mai 2005, aux côtés du Président de la République de Sakha-Yakoutie de la Fédération de Russie, M. Viacheslav Chtyrov, et de l’Ambassadeur délégué permanent de la Fédération de Russie auprès de l’UNESCO, M. Vladimir Kalamanov, à l’ouverture du concert d’artistes yakoutes organisé dans le cadre de la célébration de la Journée de Sakha-Yakoutie à l’UNESCO, après avoir visité en leur compagnie l’exposition d’artisanat yakoute présentée à cette occasion.

Dans son allocution, le Directeur général s’est félicité de l’entretien fructueux qu’il venait d’avoir avec le Président, au cours duquel il a pu constater « combien les relations entre la République de Sakha-Yakoutie et l’UNESCO se consolident chaque jour davantage, en particulier dans le domaine de la biodiversité et de la sauvegarde du patrimoine immatériel », et s’est réjouis de la perspective de répondre à l’invitation du Président de visiter la République.

Il a souligné combien « la soirée organisée aujourd’hui illustre à merveille le lien intrinsèque entre la diversité culturelle et la biodiversité que l’Organisation n’a de cesse de promouvoir », en concluant : «  L’UNESCO, profondément attachée à la sauvegarde et promotion de ce patrimoine et des cultures autochtones, salue donc la contribution unique de la République de Sakha-Yakoutie de la Fédération de Russie au patrimoine commun de l’humanité. »

Une conférence scientifique sur « La culture du permafrost » est par ailleurs organisée, le mardi 31 mai toute la journée, dans le cadre de cette Journée consacrée à la Sakha-Yakoutie.

Durant cette soirée des légendes folkloriques seront jouées par un adulte et un enfant, un interlude musical sera interprété avec un khomus (instrument à cordes traditionnel) et un défilé de mode présentera les costumes traditionnels yakoutes.  (Salle I, 18h30, sur invitation)

30-31 mai : Artisanat de Yakoutie
L’exposition, qui rassemble des chefs-d'œuvre de maîtres populaires, des photos et des maquettes de maisons traditionnelles yakoutes, comportera également une dégustation de produits locaux. (Salle des Actes, Foyer I)

31 mai : Conférence scientifique : « La diversité culturelle et biologique, la base du développement durable des territoires du Nord de la Fédération de Russie » sur l’exemple de la République Sakha-Yakoutie. (Salle VI, 10h00-13h00 et 14h00-17h00)

Avec plus de 3 millions km2 et 1 million d'habitants, la Sakha-Yakoutie, au Nord-Est de la Sibérie, est la plus grande république de la Fédération de Russie et une des moins peuplée. Réputée pour ses froids, cette région qui s'étend sur trois fuseaux horaires est presque entièrement recouverte par du permafrost de 300 a 1500 mètres d'épaisseur. C`est pour cette raison que les Journées de Sakha-Yakoutie à l'UNESCO ont été intitulées «Culture sur le permafrost ».

PARIS, May 30 (RIA Novosti correspondent Andrei Nizamutdinov) - The Republic of Sakha's Days, a series of cultural events by dancing and music groups from that Russian republic in the east of central Siberia, will open in Paris today. The opening ceremony will take pace at the headquarters of the United Nations Educational, Scientific, and Cultural Organization (UNESCO).

The events will take place as part of the UNESCO's Cultural Diversity program.

On Monday, the Russian delegation led by Vyacheslav Shtyrov, the President of the Republic of Sakha-Yakutia, will be received by UNESCO General Director Koichiro Matsuura, and is expected to give a press conference.

An exhibit to tell about Yakutia's huge cultural, scientific, and educational potential will open at the headquarters the same day. The exhibit will feature handicraft and Yakutian dishes.

A concert to feature Yakutian opera and pop stars, folk music and dancing groups of the Arctic Institute of Culture and Arts will take place in the evening.

A science conference, Cultural and Biological Diversity - the Basis of the Russian Arctic Regions' Sustainable Development, will take place on May 31.

On June 1, the delegation that is comprising republican leaders, members of the legislature, the heads of municipal entities, and executives of major companies will visit the headquarters of the Council of Europe in Strasbourg and meet with its Secretary General, Terry Davis.

The delegates will also take part in the annual meeting of the Congress of Local and Regional Authorities of Europe. This year the Congress will discuss the problem of remote regions and European territories' sustained development. In addition, the delegates will take part in a roundtable meeting dedicated to the 20th anniversary of the European Charter of Local Self-government.

The Palace of Europe in Strasbourg will also host an exhibit and concerts of Yakutia's dancing and music groups.

Days of Yakutia in France

On May 29 – June 3 there will be Days of Yakutia in France. An official delegation headed by the President of the Republic, Vyacheslav Shtyrov is leaving for Paris. The delegation involves Alexander Kim-Kimen, Deputy Chair of the State Assembly, Alexander Migalkin, Minister of Foreign Relations, Andrey Borisov, Minister of Culture, deputies and heads of the regions.

Actors of the Theater of Opera and Ballet, ethnic folk group "Aar Aartyk", ensemble "Tuymaada", ensemble of violinists of the Higher School of Music, National Arts Museum, scientists and ministers go there to take part in the cultural programs.

Within the frameworks of the meeting Vyacheslav Shtyrov, the President will give a press-conference to journalists of France, Russia, UNESCO press-center.

The grand hall of the UNESCO headquarter hosts a gala concert of the arts masters. On May 31 the delegation takes part in the conference "Cultural and Biological Diversity – Basis of the Steady Development of the Arctic Regions of the Russian Federation". In the evening of the same day the delegation leaves for Strasburg.

On June 1 there will be a working meeting of the President of Yakutia with Alexander Orlov, a permanent representative of Russia in the Council of Europe.

Yakut delegations showed a high level of presentations at the EXPO-2005. Europe will applause them during the Days of Yakutia in France.

There will be an International scientific Conference "A Man on the Permafrost: Cultural and Biological Diversity" on May 31 in UNESCO. The Conference involves employees of the UNESCO Secretariat, experts, scholars from France, Academy of Sciences of Russia and the Republic of Sakha (Yakutia).

One of the Conference’s speakers is Anatoly Alexeev, rector of Yakutsk University, PhD in History, academician of the Russian Academy of Sciences. His report is about "Main Stages of Ethnic History of the Indigenous People of the Northern Asia".

Anatoly Gogolev, PhD in History, ethnographer, academician of the Russian Academy of Sciences will present "Survey of Ethnic History of the People of the North-East of Asia".

The Conference also involves Mikhail Nikolaev, deputy chairman of the Council of Federation of the

Federal Assembly of the Russian Federaion; Ulyana Vinokurova, Center of Circumpolar Civilization, Arctic Institute of Arts and Humanities; V. Ivanov (Institute of Humanitarian Researches of the Academy of Sciences of the Republic of Sakha (Yakutia); V. Robbek (Institute of Small People of the North) etc.

Nowadays UNESCO pays special attention to biological and cultural diversity at the international and national levels, which play a significant role in steady development. The UNO Convention about Biological Diversity (1993) raises a problem of preservation and rational use of local natural resources in providing steady development.

May 22 is announced the International Day of Biological Diversity.

A concept of steady development includes not only economical, ecological and social parameters but also interrelation between cultural and biological diversity for steady development, which is a current strategy of the UNESCO activity. Herewith the General Assembly of the UNO has developed and adopted a unite declaration of the cultural diversity and announced the 21st of May the International Day of Cultural Diversity in the name of the dialogue and development.

The Conference is held in the period of the Days of Asia Sovereign States of the CIS in UNESCO. Yakutia, as one of the regions keeping traditional mode of life, is a subject of discussions on topical issues of preservation and development of the culture of the Arctic indigenous people of Russia.

The Conference aims to attract attention of the international society to problems of study, recognition and preservation of the Arctic biological phenomena and non-material cultural heritage of the aborigines, who created original cultures and system of spiritual values in the permafrost zone.

The Conference will offer a model of joint actions for international organizations and Arctic states. It will serve one of the items in complementation of the Recommendations of the UNESCO Workshop on preservation of the traditional culture and folklore in Siberia and Arctic North of the Russian Federation.

We wish successful presentations and constructive dialogue to our scientists and members of the Yakut delegation, all participants of the undertakings dedicated to the Days of the Republic of Sakha Yakutia in France.

В ЮНЕСКО прошли Дни Якутии

«Культура на вечной мерзлоте» - под таким названием в ЮНЕСКО прошли Дни Якутии. Этот суровый край в мире знают как страну холода и алмазов. Пятая часть России, которую пересекают три часовых пояса, почти целиком покрыта вечной мерзлотой глубиной от трехсот до полутора тысяч метров. В рамках Дней Якутии в ЮНЕСКО прошел круглый стол на тему «Культурное и биологическое разнообразие – основа устойчивого развития северных территорий России». По словам одного из его участников, профессора этнологии Сорбонны Бориса Петровича Шишло, прежде всего устойчивое развитие предусматривает гармоничное взаимоотношение человека с природой:

Почти две трети территории России относятся к региону Крайнего Севера. Специалисты утверждают, что именно здесь, в арктической зоне можно найти один из самых жизнеспособных и адаптированных к экстремальным климатическим условиям видов человеческой цивилизации. Это исконные земли коренных народов, которые прошли уникальную адаптацию к окружающей среде и создали свою модель устойчивого развития. Так что не случайно недавно состоявшиеся в ЮНЕСКО «Дни Якутии» проходили под названием «Культура на вечной мерзлоте». "Тюсюлгэ во Франции"

Дни Республики Саха (Якутия) в штаб-квартире ЮНЕСКО в Париже и Совете Европы в Страсбурге преследовали очень важную цель – поднять престиж, укрепить имидж республики. Немалую роль в ее выполнении играла выставка, представляющая традиционную культуру и искусство народа саха. Главным организатором экспозиции стал Якутский государственный объединенный музей истории и культуры народов Севера имени Ем.Ярославского.

В октябре в ЮНЕСКО будет рассматриваться вопрос о включении якутского героического эпоса олонхо в перечень нематериальных духовных культурных ценностей человечества – престижный Список всемирного культурного наследия, – рассказывает директор музея Егор Шишигин. – И в этой связи презентация нашей республики имела большое значение. Наряду с выставкой прошли концерт мастеров искусств республики, дегустация блюд национальной кухни и научная конференция. Кроме нашего музея, в выставке участвовали народные мастера из галереи "Симэх", Национальный художественный музей, Сокровищница РС(Я) и художественное училище имени Петра Романова, представившее дипломные работы своих выпускников.

Совместно с первым заместителем министра по делам предпринимательства, развития туризма и занятости РС(Я) Русланом Васильевым нами была разработана специальная концепция, одобренная в правительстве республики. Экспозицию оформили в виде тюсюлгэ – зеленой поляны – места проведения национального летнего праздника ысыах. Над ней трудилось множество людей: народный мастер Александр Гоголев сделал фрагменты разборной якутской урасы, сотрудник нашего музея, чемпион Российской Федерации по таксидермии этого года Иннокентий Павлов – чучело якутской лошади. Дизайнерскую работу выполняла талантливая фотохудожница Евгения Арбугаева. Кроме этого, здесь же была представлена личная коллекция директора Покровской средней школы, виртуоза игры на хомусе Спиридона Шишигина "Хомусы, варганы народов мира". Она вызвала огромный интерес гостей еще и потому, что, рассказывая о каждом из инструментов, он обязательно демонстрировал его звучание.

Экспонировался муляж головы юкагирского мамонта, который был изготовлен совместными усилиями Музея мамонта Института прикладной экологии Севера АН РС(Я) и ОАО "СахаЭКСПОмамонт".

Рядом с нашей развернули свою выставку страны, по территории которых проходил великий "Шелковый путь", – Кыргызстан, Узбекистан, Казахстан, Таджикистан, Монголия. Это тоже тюркские народы, поэтому мы сделали акцент на то, что якутская культура – это культура самых северных тюрков – скотоводов, коневодов, охотников. И, по оценкам экспертов, якутская экспозиция выглядела интереснее и богаче.

Только в первый день выставку посетили две тысячи человек. И еще столько же на следующий день, во время научной конференции, посвященной устойчивому развитию Арктики.

На открытии экспозиции присутствовали президент Якутии Вячеслав Штыров, представитель Российской Федерации при ЮНЕСКО Владимир Каламанов, генеральный директор ЮНЕСКО господин Коитиро Мацууро, тридцать пять послов ЮНЕСКО из зарубежных стран.

Продолжением выставки стала оформленная в этническом стиле дегустация блюд национальной якутской кухни, руководил которой самый известный шеф-повар нашей республики Иннокентий Тарбахов. Угощение – жеребятина, рыба, караси, хан, морс из брусники – пришлось гостям по вкусу.

В концерте участвовали ведущие мастера якутской сцены и совсем юные артисты. С танцевальными номерами выступали студенты Арктического института. Ансамбль скрипачей Высшей школы музыки "Виртуозы Якутии" на бис исполнил четыре номера. Огромным успехом пользовалась артистичная игра ученицы этой школы, третьеклассницы Фроси Ефимовой.

Не меньший интерес вызвала Якутия и в Совете Европы.

Народные мастера интересовались нашими ювелирными изделиями, конским убранством, удивлялись, как нам удалось сделать разборное чучело лошади. Задавались очень любопытные вопросы этнографического характера, касающиеся социальной сферы, обычаев, традиций. Поскольку в основном тюркские народы – мусульмане, а мы православные тюрки и традиции у нас разнятся, спрашивали, как относятся якутские мужчины к женщинам. Звучали вопросы об экономическом потенциале республики, развитии туризма.

Наших народных мастеров пригласили для обмена опытом в другие страны. Прошли переговоры с различными музеями по организации подобных выставок, совместных экспедиций. Интересных контактов было множество. С якутянами из Парижа прилетел француз из туристической компании с целью изучить возможности посещения Земли олонхо туристами из Европы.

Нет сомнения, что международные связи республики будут расширяться, возможно, здесь будет открыт центр ЮНЕСКО по изучению и распространению опыта устойчивого развития северных территорий на примере Якутии.
